Getting a job as in income tax preparer now requires that you meet specific IRS requirements established in 2010. The new requirements apply even if you have prepared taxes in the past.

The quick summary of the qualification requirements for Registered Tax Return Preparers are:

Register with the IRS by obtaining a Preparer Tax Identification Number or PTIN.
Pass the Registered Tax Preparer Competency Exam.
Submit your fingerprints to the IRS and pass a background check.
